Objectives of the Institution of Eminence

  • To offer for higher education leading to innovations and excellence in such branches of knowledge as may be considered fit at research, post-graduate, and graduate degree levels and diplomas, award degrees and other academic significance.
  • To engage in zones of specialization to make individual contributions to the aim of the university education structure wherein the academic meeting is plainly distinguishable from initiatives of an ordinary nature and is tune up to develop the capacity of the researchers and the students to compete in the universal tertiary education marketplace through the creation and acquisition of advanced knowledge in those zones.
  • To offer for high-quality teaching and research and for the advancement of knowledge and its dissemination through various research programmes undertaken in-house by a substantial number of full-time faculty and research scholars in diverse disciplines.
  • To pay special focus to research and teaching in distinctive and emerging zones of knowledge, including interdisciplinary regions, which are regarded as necessary for strategic requirements of the nation but are not being pursued by conventional institutions so far, and award diplomas and other academic distinctions.
  • To aim to be rated internationally for its research and teaching as a top hundred Institution in the globe over time.

The gov. had earlier formed a panel under some minister to suggest the names to be considered for the IoEs. The panel had suggested more than 30 institutions. Since the Ministry of HRD decision to limit the plan to the original 20 institutions, the UGC was asked the asked to prune the list.

Why are they worried?

  • The plan would result in enlarged privatization of the university.
  • It would also be a bigger burden on the university as it denoted for world-class infrastructure, provisions for foreign teachers with distinctive pay scales and eliminated caps on fee structures among other issues.

 Other benefits include the freedom to

  1. To recruit teachers from outside nation.
  2. To get into academic alliance with other Institutions within the nation.
  3. To admit additionally foreign students on merit subject to a maximum of 30% of the strength of admitted domestic students.
  4. To charge and fix fees from foreign students without limitation.
  5. To fix syllabus and curriculum, with no UGC mandated curriculum pattern.
  6. To provide online courses as chunk of their scheme with a limitation that not more than 20% of the programme must be in online mode.
  7. UGC Inspection will not applied to Institutions of Eminence.

Can granting the Institute of Eminence status make a difference?

If IoEs need to be really competitive universally, they must internationalize higher education. It suggested that these institutions must provide importance to enhance international cooperation and capacity building.

Status granted to new institutions

  • The HRD Ministry has gifted the status of Institute of Eminence to the the University of Hyderabad, Benares Hindu University, the IIT-Kharagpur, Delhi University and IIT-Madras.
  • Four private universities — the Kalinga Institute of Industrial Technology, Amrita Vishwa Vidyapeetham, Jamia Hamdard University, Vellore Institute of Technology — were issued Letters of Intent to grant them the status.
  • A project of Satya Bharti Foundation and the new greenfield Bharti Institute, has also been provided the letter.

Significance

  • These institutes will not be subject to UGC examination, and are free to set their own curriculum and courses, merit-based admission systems and fee structure.
  • Each university will be needed to sign a MoU with the Ministry, lay out its plan to attain the motive to become a world-class institution.
  • They will have full financial, academic, and administrative autonomy.
  • The public institutions in the notelist will then be qualify for a gov. grant of ₹1,000 crore.
